bump scaffold:

parse prefs.js
- add prefix for preference keys in prefs.js and *.xhtml
- generate pref.d.ts to check preference keys in javascript code
support Zotero 7.* (scaffold has a bug that causes manifest.json to always contain 7.0.*, v0.2.0-beta15 fix.)
build dir now default to .scaffold/build
