Aduulm ROS2 bridge for CARLA simulator

This ROS package is a fork of the original ros-bridge repository that enables two-way communication between ROS and CARLA. It was updated to Carla 0.9.15 and ROS2 Iron and several improvements concerning GNSS measurements were introduced.
