Summary

Release Notes - Adds a release note for Composer 2.8.3 update on the platform

  • Hold for confirmation that 2.8.3 is available (possibly add screenshot)
  • hold for @scottbuscemi approval

We should clarify the runtime vs. IC part. And then also link to instructions for how to run Composer commands

I don't think we should merge until the note clarifies if we're updating

  • the runtime
  • Integrated Composer containers
  • both
    And if we're only updating runtimes, we need to explain why we're only updating that. I would expect both to update at roughly the same time. Different versions in these two places could lead to bugs, or at least confusion.

Looks like there are new PHP versions available, so this will probably become relevant again once this is merged: https://github.com/pantheon-systems/cos-runtime-php/pull/640
