PI-2406: Created Playwright Basic Setup and Added Test for Manage a Supervision Spike

This Pull Request introduces the following changes:

1. Configured basic Playwright setup for end-to-end testing.
2. Added a test case to verify the person’s header details in the Manage a Supervision application.
3. Test Details:

• Search for a Person: Searches for a person by their CRN.
• Verification: Confirms that the CRN, name, date of birth, and tier details are correctly displayed on the overview page.

This test ensures that the header details for a person are displaying correctly as per the expected results
