If you have content insets on your collection view and you dragged a cell out of insets it scrolled the collection view out of sight. This fix invalidates the scroll timer with insets.

If you have content insets on your collection view and you dragged a
cell out of its insets it scrolled the collection view out of sight. And your cell disappears... This
fix invalidates the scroll timer before its out of its bounds+insets.
