As 1.19 is now EOL, this PR updates our primary CI build to 1.21 and
1.20.
Make it clear that `disableInternalUsageMetrics` is deprecated and
removed in v8.
This was already merged on v8, bringing it over to v7.
This resolves some CVEs in our current Alpine docker image, while others
remain.
Updates Alpine to 3.18 -> 3.19, bumps Go from 1.21.3 -> 1.21.5 and penultimate from 1.20.10 -> 1.20.12.
Bumps go-git from 5.7.0 to 5.11.0 and x/crypto from 0.14.0 to 0.17.0 to
resolve dependabot issues.
This swaps our `fsnotify` routine from looking at the offline mode file
to looking at its directory. This allows the notifier to handle atomic
file renamings.

This pulls in the Github Actions conversion from the v8 branch through a
series of cherry-picks.
Duplicates what was just merged to v8 for adding release-please
configuration.
