WIP: Temporarily check for deploy account, and associated tools compat. fixes

WIP: this proposes a disabling of the is_query check on incoming Deploy Account estimate calls, until the change to that field is made in starknet.rs. This is WIP, as there may be other changes required to ensure compatibility between Madara and other tools such as snforge and braavos
