This PR opens up the built-in capability of TTK Labels to show images in addition to text, which can be useful in some scenarios, where you want to show a diagram in addition to text in a ToolTip.
This behaves like the normal ToolTip if an image is not provided, so it will not affect the behavior of existing codebases.
