Some patterns take in a
tensor.emptyop as theiter_argforscf.forops, but these ops don't get handled when capturing dynamic dims. Moving the conversion oftensor.emptytoflow.tensor.emptybeforeCaptureDynamicDimsallows these dynamic dims to properly propagate through the loop.
