Move fusion-plugin-react-redux into peer deps

The fusion-plugin-react-redux plugin should be a peer dependency since we import tokens which we perform an equality check on.

I've also added the .npmrc file which we have in other plugins, and done some greenkeeping in the process since I had those changes locally.
