This closes #12 supporting both KML and KMZ imports. Users can import via direct upload in the KML Overlays menu, as well as via a datapackage. Note that this doesn't currently support GroundOverlay or MultiGeometry types, which will be added in a future release (see #66 and #67)
This also closes #61 as we now support Ellipse shapes from both KML and CoT sources
