Added configurable timeout for the fortune

By request the fortune popup now has a configuration setting to allow for more time to read the fortune. Using the default setting will result in a calculated timeout based on the length of the fortune. Optionally every fortune can be set to a longer fixed timeout in the settings page.

Inital release of Fortune

This is the first release of fortune which will give you an interesting saying on login to OctoPrint.
