PyGaiaV2.2

This is the release as available from PyPI since January 13 2021.

The release is created on Github to preserve a version before a major overhaul of PyGaia which includes the new performance predictions for photometry and radial velocity post-Gaia DR3. The repository will be restructured and documentation published via readthedocs.io.
