Migrate workflows to Ubuntu 24.04 labels

Summary

As per actions/runner-images#10636, GitHub has deprecated the old ubuntu-latest runner images as default in favor of ubuntu-24.04 images. The rollout is expected to finish by Jan 17, 2025, meaning that we to migrate it as soon as we can.
