[Localization] The vulnerability filter “Show only vulnerable” and prerelease filter “Include prerelease” are incompletely displayed in PM UI

Repro Steps & Context

Notes:

1. The repro rate is 100%. 

2. It’s also repro after resizing the PM UI window, maybe we can add tooltips for these filters because some languages have longer texts.

3. It also reproes on loc languages: FRA/ITA/TRK/ESN/PLK/RUS/PTB

4. Only the prerelease filter “Include prerelease” is incompletely displayed in CSY/DEU as below:
   

Repro Steps: 

1. Create a C# Console App (.NET Core) -- .NET 9.0 projects in VS.

2. Right-click the solution in the Solution Explorer and select the “Mange NuGet Packages for Solution”. 

3. Go to “Updated” tab and observe the vulnerability filter “Show only vulnerable” and prerelease filter “Include prerelease.

Expected: 

These filters are integrally displayed like the English languages as below screenshot.

Actual: 

These filters are incompletely displayed as below:
