Recategorize some inclusion bot terms, and sort the machine-generated yaml by matches #562

Some of the terms were under inappropriate categories. Others may still be, but the ones that were pointed out are moved, anyway. I also added a sort on the output of the markdown-to-yaml translator so that the inclusion bot yaml is sorted by the first matching word of the triggers.

This doesn't solve for sorting the actual markdown, though.
