Removes hug bot. It's a cute idea but the pictures of huggers are from many years in 18F's past with only one or two people still at TTS in the dataset. As a result, it can be kinda weird. And we don't really have a great way of adding new pictures, nor really much interest in doing it. So... let's retire this bot to a server farm upstate.

I am in the process of disconnecting and shutting down the cloud.gov s3 service that hosted those images, but this PR need not wait for that cleanup to happen.
