URL as a resource descriptor is outdated now, CIDs (Content identifiers) in IPFS point to a immutable resource, both worlds and avatars, unlike URLs which lead to the data location/repository, not the data itself.
So it's easier to blacklist offending worlds. Changing the world changes its CID, attempting to use the old version will fail with the blacklisted CID.
Report world to enable users to report worlds violating the content permissions, like willfully mislabeling the world in question.
Using this, the world's URL and/or the author would be blacklisted.
