To-Do List for Last Call for Review of Proposed Amendments

  • (1) Plan the Last Call for Review of Proposed Amendments

    • Decide on the announcement date.
    • Set a minimum 60-day review period.
  • (2) Prepare the Last Call Announcement

    • Clearly state whether this is a Last Call for:
      • Proposed Corrections
      • Proposed Additions
      • Proposed Corrections and Additions
    • List the specific candidate amendments under review.
    • Include the exact review comment deadline (≥ 60 days from announcement).
    • Request review and implementation experience if not already provided.
  • (3) Distribute the Announcement

    • Send to relevant W3C groups.
    • Send to the public (appropriate W3C public channels).
    • Notify the Advisory Committee (AC).
  • (4) Open Patent Exclusion Opportunity

    • Mark the combined draft (existing Recommendation + amendments) as a Patent Review Draft.
    • Start the patent exclusion period as per Patent Policy.
  • (5) Collect and Track Comments

    • Set up a public record/issue tracker for incoming comments.
    • Acknowledge and log each review comment received.
  • (6) Assess Implementation Experience

    • Gather and document existing implementations, tests, or prototypes exercising the proposed amendments.
  • (7) End of Review Period Actions

    • After the review deadline, compile all comments.
    • Coordinate with W3C to determine the next step:
      • Accept as-is
      • Reject
      • Return to Working Group for comment resolution
  • (8) Address Feedback if Required

    • If changes are requested, revise the proposed amendments.
    • Issue another Last Call for Review if there are substantive changes.
  • (9) Confirm Requirements Met

    • Ensure all comments are addressed.
    • Verify adequate implementation experience.
    • Confirm all Recommendation requirements are fulfilled.
  • (10) Update the Recommendation

    • Once approved, request publication of the updated Recommendation.
  • (11) Handle Postponed Amendments (if any)

    • Re-include any postponed amendments in a future Last Call.
  • (12) Maintain Regular Review Cadence

    • Ensure that Last Calls are not issued more frequently than roughly every 6 months.
