The Peering Settings should be available for advanced users, in order to reflect whether or not the local Stealth instance should announce itself to other Peers via Multicast DNS-SD.
Possible option values could be:
stealth - Do not share any resources
local - Share resources with local Peers
global - Share resources with Local and Global Peers
Additionally it might make sense to set the default behaviour based on the Internet Connection Setting:
Mobile enables local peering
Broadband enables local and global peering
Peer to peer enables local peering
TOR Proxy disables peering?
