Hover cards for world map

The current implementation world map is not built for separate pages for programs. Because we want to write more than just a few lines per country, the map should show an image, program start and end year, number of scholarships granted, etc. in a hover card similar to Google Maps. If the user clicks on the country marker or the hover card, they should be redirected to the country page.
