[202405][warm-reboot][TD3] orchagent crash due to apply view failure in warm upgrade to 202405 branch

Description

This issue could be reproduced in warm upgrade path: SONiC-OS-20231110.30 -> SONiC-OS-20240510.21
After the DUT boots into 202405 image, swss exits due to the apply view failure.

Steps to reproduce the issue:

1. install 20231110.30 as base image and boot into 20231110.30
2. install 20240510.21
3. warm reboot into 20240510.21

# warm-reboot -D -v
