Packaging the code base as a veritable Matlab toolbox

For ease of installation, upgrading, better options for integrated Matlab documentation, etc.:

@kousu @jcohenadad @po09i might be prudent to keep this in mind for the website and API reconfiguration^.

eg. maybe the site itself should just contain documentation for a stable release and not rebuild with every merge to master?
MATLAB has functionality to upgrade custom toolboxes but idk if/how that integrates with git/CI.

this is where readthedocs is useful, in that it can host the doc for multiple releases and branches. Not sure how we can do that with gh-pages (which only points at a single version).
