setsockopt SCTP_RESET_STREAMS copies dupplicate sids in sids_list in INCOMING_SSN_RESET #27

FreeBSD doesn't check the stream ids in the socketoption SCTP_RESET_STREAMS which an application put in the stream id list. If the application puts dupplicate stream ids in the list the implementation sends the dupplicate stream ids in the INCOMING_SSN_RESET request´. Thats no big problem because reset on estream twice has no effect.
