Add support for eMMC VCCQ hardware modification

My PinePhone was modified for improved eMMC speed with eMMC VCCQ hardware modification. In postmarketOS all that is needed to make it work is to install a package. Similarly, in Arch Linux ARM DanctNIX two files need to be copied to the boot partition. If this is already working, this report is a reminder to add instructions to the wiki.
