Default overrides in weewx.conf are ignored

Since upgrading to 1.3 last spring, I can only change the site title of my Belchertown skin. I just now installed 1.3.1, hoping for a fix, but to no avail. My site is https://imladris.xyz/weewx/belchertown/. The relevant section in weewx.conf is:

    HTML_ROOT = /var/www/html/weewx/belchertown

        theme = auto
        theme_toggle_enabled = 1
        site_title = "Imladris Weather!"

The quotes around the strings disappeared during installation of 1.3.1, but that didn't change the behavior, so I put them back.

Any insights or solutions would be appreciated!
