Studio in Sumac is laggy

There's a lot of lag time between actions taken in Studio on our internal Sumac sandbox. It's taking on average 5-8 seconds for the course outline page to load; to navigate from a subsection in the course outline to the unit page; to open a new text or problem block from the unit page; etc.

MIT noted a complaint that they had noticed lag issues with Studio in Redwood as well. I was never able to replicate that on our Redwood instance. But there is definitely something going on in Sumac.

@arbrandes: I think we need to add APM integration to our sandbox. I'd like to try out Scout APM. Could we sync up on the best way to do that at standup today?

Created a Tutor plugin for Scout APM and made us a Scout APM account.
