Design a page template for community components

What

Design a page template that the MoJ Design System team will use to populate content (inc. assets) from a component submission.

Why

When a user shares a component with the community, the component will be published on the MoJ Design System documentation website as a community component. This will require the MoJ Design System team to populate a page on the documentation website. This work is to create a template that the team can follow to publish a page from the submission that a community user has made.

The page template should reflect what users are being asked to provide in the form design work (#1044).

Created a version two draft of the design that requires content review. Have incorporated the tabbed view that has been used on the most recent new components
