Does this issue occur when all extensions are disabled?: Yes

VS Code Version: 1.96.2
OS Version: Windows 10 Pro 22H2

Steps to Reproduce:

use the getkey function in curses inside vscode integrated terminal
when using arrow keys, the output will be wrong

vs-code-engineering bot assigned meganrogge
