i have a question about the encoding of the bibliography in one of the project documents.
in the plateau doc2 (sources/002-v4) the bibliography ( 参考文献 ) is showing at the end of the table of contents but the page number says 113 and its position in the document begins on page 113 before the annexes.
from the doc2 reference document (reference-docs/plateau_doc_0002_ver04.pdf) , the bibliography should be at the end of the document.
i looked at doc1 (sources/001-v4) and that document's bibliography is at the end of the document.
the revision history ( 改訂履歴 ) was moved to the early section of both documents (this restructure was approved early on by the plateau team).
i just cannot figure out how / why the bibliography position is different in doc2 vs doc1 except doc1 does not have any annexes but doc2 does. perhaps that is a reason. i have made these checks locally and they match the output the client obtained from github.
we want to keep the bibliography at the end of the document, like it is in doc1 and the reference documents.
the index ( 索 引 ) was added for doc2. is it not present in the doc2 reference document. for now i guess the client would like to keep it, but it is not being styled correctly in the ToC - some additional indent, no page number. i am not sure about the actual format of the index but it does appear at the end of the document, just not styled correctly in the ToC. additionally, i am not sure why the double byte space between the characters of 索 引 we are not doing that in any of the other headings, i think it should be removed.

Note: the text "Annex B" showing in the entry for 附属書 B (規定) AnnexB 妥当な幾何オブジェクト is just some english text i will remove with a PR later.
