Originally from:

The cause of this problem was that:

  • enumerated items are rendered as paragraphs
  • paragraphs cannot be cited without an explicit rendering text, in order to avoid "Clause 6, paragraph 3".
  • cross-references were made to these paragraphs without any rendering text.

Right now, the cross-references will render as "[[anchor]]".

In Metanorma, we already support "paragraph" localities in citations:

We should also support paragraphs with anchors to be rendered with implicit text such as "Clause 6, Paragraph 3", for consistency in behavior.
