Although ITU D.19 is recommendation, it doesn't have a typical ITU recommendation style. It looks more like ISO resolutions which we were converting to YAML. Sample from the document is given below.
Since document style differs, generated DOC and PDF look quite different from the original.
In order to generate document at all, I added == {blank} section at the beginning, but there is actually no section in the original document. Moreover, as reported in #200, we also have default (empty) sections generated here, although they do not exist in the original document.
Should we treat this document somehow differently from regular ITU recommendations?
