In #617, I have found that there is no provision for cross-referencing of notes within figures and tables: they are skipped. There was a reason for that: they are rendered differently, and numbered within their table/figure, and not the clause. But this is a gap, and the Presentation XML now has no fmt-xref-label for these.
They can be processed according to a container model, as is happening with notes within clauses (the container prefix is dropped if the note and crossreference are in the same clause)—the difference being that the container is now recursed to the table or figure within the clause.
