Describe the bug
A clear and concise description of what the bug is.

There are 2 parts to this bug:

  1. Users should not be able to allocate more to subcategories than the parent total
  2. Progress bar should only sum up the parent totals and should exclude subcategories. This is consistent with how the totals are summed in actual results in the budget view.
