DEV - Display address pins outside of NC boundaries

Overview

We need to do modify our address search capability to notify the user when the searched address is not within one of the Neighborhood Councils.

Action Items

• Adjust the address search to additionally check to see if it falls within the boundary of a neighborhood council
• Create an error component or element that appears only when Address Search yields zero results
  • Copy: "Please enter an address in Los Angeles"
