Create Packer-Grunt

Describe the enhancement

Like terra-grunt for terraform, create packer-grunt for HashiCorp's Packer.

Both Terraform and Packer use HCL and some common behavior.

Terragrunt does a great job to make my code DRY. I'm having trouble getting the same DRY-ness with Packer and a 'packer-grunt' tool would be amazing.

In reality, this would need to be a separate project, but didn't know where else to suggest this.

Additional context

Probably would need a PoC and an RFC but wanted to suggest this first.

'packer-grunt' is cool idea. But it's a huge development process requiring a medium sized (upto 100) team to work on this. Suggesting in-built functions in the grunt etc.
