Add an "Export Vulnerabiltiy Report" button in the UI for users

I have users of Harbor that need to submit their vulnerability scans of a container in order to get it approved for use in a higher security environment.

A clear and concise description of what you want to happen.
While there is already an API endpoint for such, that is not very user friendly, so adding a button (perhaps next to the "Generate SBOM" button or even just as one of the Actions pull down items would make this much more available for users.
