Why should this be included in the repository?

I use it on arch distros, Solus has FWUPD installed by default, Gnome-firware is a GUI to manage it in a easy way for user like me that doesn't like terminal and remember command to get fwupd to work.

Are we allowed to redistribute it?

Technically speaking, this functionality is already built into KDE Discover and GNOME Software (which we already have). Since you said you don't like terminal, I guess you would use either of these software center already.

On Solus KDE there is not Discover at the moment (I dont like it) and Software Center not support firmware update, on Arch based distro I use a TUI program to update called Pacseek to do the update in just one click so it's easy and for firmware update I sue gnome-firmware.
For FWUPD to work in terminal you need to remeber (or bookmark a site with all the commands anc copy on terminal):
fwupdmgr get-devices
fwupdmgr refresh
fwupdmgr get-updates
fwupdmgr update
all this on gnome-firmware you can do with 2 click, one for update metadata and one click for update, it's realy usefull for normal user, you have FWUPD installed by default and I think is a good idea have gnome-firmware on repos as you have gnome-disk for manage usb key or disk already on Solus repo

Discover and GNOME-Software are not installed by default but they are available in the repository

sudo eopkg it discover

resp.

sudo eopkg it gnome-software

(In the Solus Software Center "Gnome Software" is called just "Software" and "Discover" is unfortunately called "PackageKit backend" for some reason, so I understand the confusion)
