自己開自己的 issue XD

本來是裝 mediawiki ，但是因為被 spam 機器人入侵洗入大量廣告，因此停掉服務了
暫時無加回服務的計劃，可能之後就把 citizen.wiki.g0v.tw 拔掉吧
