Support CoT messages split across data streams

Is your feature request related to a problem? Please describe.
During Stream processing it's possible for a CoT Message to end up split across multiple packets. This can cause it to not be processed or dropped.

Describe the solution you'd like
The parser logic should append subsequent data streams prior to performing logic, and append remaining strings for later processing
