The crop box does not appear when dragging the area slowly

Steps to reproduce

1. Press and hold the left mouse button at the point where you want to start cropping.
2. Slowly move cursor in any direction

What is expected?

The crop box appear from the point where user started holding mousedown.

What is actually happening?

If you drag a rectangle area slowly, the crop box is not appearing, it appears when you speed up the cursor movement. This is especially troublesome on smaller images, where the exact starting point is very important.
