Plenty of unmerged nor managed PRs on almost 90% of organization's repositories

Hello everybody,
i am wondering about the Frozen state of ancient Pull requests, there are Plenty of unmerged nor managed PRs on almost 90% of the organization's repositories which is useful (at least on my personal opinion)... is there any plan to review and administrate it please ?? i believe that most of those PRs are useful.
