Deprecate Recordersvc in Ether

Tasks

• Add segment watcher.
• Upload to a bucket with appropriate key paths when provided with a handle.
• Update deloreansvc to call avcapture over HTTP rather than calling the recordersvc.

@karthikmuralidharan , isn't it better to revert back the ffmpeg + chrome changes (with changes in package strcture taken in) to ether than removing recordersvc from ether?

1. We are trying to put all go-code into a single repo
2. There will be dependencies between 'recording-server' and 'recording-scheduler' which we cannot avoid.
