Knowledge base migration tests are missing in serverless. We should duplicate it into serverless and make sure it can pass, so it can be included in migrating tests that can run in both environments to deployment agnostic #205194. Or it can be done as part of that issue or after that issue is merged. We should address the flaky test first #202926
