@adegeo @Rick-Anderson @tdykstra @wadepickett ... Yep! As I expected, the path doesn't make sense for issues, and it had no bearing. The workflow is running on all issues.

I'll try a conditional-based approach next to see if I can get the job to run only on Blazor issues by looking at the opening comment text ... IF there is such API available to make that check.
