request(variation): provide Thread Safe binaries

FWIW ZTS is a standard part of the PHP project and has been for some time. For this php-alpine, I'd find it a valuable addition to avoiding rebuilding PHP. I'd imagine this might add a new suffix in the build matrix, *-zts, Eg php-7.4-zts, etc...
