Unified enum syntax between fault, enum and unordered enum containing non integer values

There is an interest in unifying the syntax to describe things which are an enum more consistently, the latest proposal is:

enum        // int valued enum
enum const  // unordered enum with associated non-integer values

enum fault  // replace `fault`
