How to add the pytorch package?

The installation instructions of pytorch are available here. Using pip, that would be pip3 install torch --index-url https://download.pytorch.org/whl/cu117 in my case.

I first tried to replace pip3 install with rye add but got no luck:

(.venv) PS C:\Users\shuhu\Downloads\abc\my-proj> rye add torch --index-url https://download.pytorch.org/whl/cu117
error: unexpected argument found

and

 rye add torch https://download.pytorch.org/whl/cu117
Error: Expected one of `@`, `(`, `<`, `=`, `>`, `~`, `!`, `;`, found `:`
https://download.pytorch.org/whl/cu117
     ^

Then, I tried (according to how poetry handles pytorch as dicussed here)

(.venv) PS C:\Users\shuhu\Downloads\abc\my-proj> rye add torch  https://download.pytorch.org/whl/cu118/torch-2.0.0%2Bcu118-cp311-cp311-win_amd64.whl
Error: Expected one of `@`, `(`, `<`, `=`, `>`, `~`, `!`, `;`, found `:`
https://download.pytorch.org/whl/cu118/torch-2.0.0%2Bcu118-cp311-cp311-win_amd64.whl
     ^

Finally,

 rye add  https://download.pytorch.org/whl/cu118/torch-2.0.0%2Bcu118-cp311-cp311-win_amd64.whl
Error: Expected one of `@`, `(`, `<`, `=`, `>`, `~`, `!`, `;`, found `:`
https://download.pytorch.org/whl/cu118/torch-2.0.0%2Bcu118-cp311-cp311-win_amd64.whl
     ^

The latest development version supports this now if you configure pytorch as an extra index:
