Summary

Add a section to the FAQ about orphaned resources

Motivation

How to view orphaned resources? #13063
I'm constantly running into problems relating to orphaned resources

Proposal

Add a section to the faq for orphaned resources
- Include what an orphaned resource is (it's roughly "a resource not managed by argocd that's in a namespace that has objects managed by the current argocd application")
- Explain how to show orphaned resources
