[Dashboard][Edit Mode] Add a Refresh Chart List link

Is your feature request related to a problem? Please describe.

After creating a chart, it's not very convenient to add a chart to the desired position I want. But if I'm already in Dashboard Edit mode (in another browser window), it would be nice it I can just refresh the chart list and starting adding the new chart:

Add a "Refresh" button or link to the chart list

Describe alternatives you've considered

If the list can automatically refresh, that would also be great. This could be achieved via WebWorker or localStorage.

There are other proposals on making adding charts to dashboard easier: #13012

But this fix should be the simplest.
